No, there are several types of exhaust that do not use internal baffles. And they are usually shaped like the muffler that you have there. Glass packs, the old chambered exhaust from the late 60s early 70s Chevy hot rods, and even some normal looking mufflers.

The mufflers are designed, I believe like the mufflers some motor cycles or the silencers on guns.
