I understand originally, right after the war, The British army only wanted the Volkswagen factory to keep producing the military version, the Kübelwagen for the British army.
It was a custom with the British army people in charge with the program to have all newly made cars line up in the yard for inspection. After a few of those inspections the factory people decided to secretly build a couple of the original civilian KdF cars and include them in the line-up. The inspection officers liked that car so much that they put in the order for the initial post-war production of the Volkswagen.
