That's my guess. It could very well be that the governor is baiting the walkers toward the prison in the same way that Rick lured them away from the fence with the pigs. And what about that huge walker herd (7,000+) that's headed for Daryl's car? Could the governor have possibly amassed that walker 'army' to overrun the prison? He'd already used walkers to his advantage back in Woodbury and knows how to control them to some extent. That could possibly be the plot device that'll force the group (or what's left of them) to finally abandon the prison and move on.
And who barbecued those two poor souls? Could've possibly gone down like this: Tyrece's GF dies from this new flu and immediately turns. She's with someone in the cell (another guy?) and attacks him/her, who then also turns. This would account for all the blood. Carl somehow stumbles on this, shoots them both, drags them outside and burns the bodies...just like he saw his dad do with the pigs and their enclosure.
One of the more intriguing things coming up is the radio transmission that Daryl picks up on the car radio when he's out on a run. Maybe Rick & co. will pursue that once they're forced out of the prison by the walkers.
Good to see farmer Rick getting his mojo back and strapping on his gun. No more Mr. Nice guy...
