They appear to be Cibié drop-in H4s in sugar scoop mounts.
Painted sugar scoops are correct for US cars from '78-86. Chrome sugar scoops were used on US cars from '68-77.
I don't think they are worth a lot, but if I'm wrong let me know, as I have a pair in Chiffon white packed away in the garage. Mine have Hella H4 drop-ins in them.
