What do you mean, statue of limitations? There is none. Nobody can prove who was driving at any place on the route. I think its great that this event still takes place, and that no one was hurt. DA's, GPS , phone records, come on guys, this guy had some balls to do what he did, so screw those wana-be bearucrats who have nothing better to do then go after this.
