You're not supposed to have the engine rpm drop below 1600rpm. The light will NEVER come on for an upshift if the revs would drop below 1600 in the next gear...
Also, if you're flooring it, the light should come on about 50rpm before redline, but in MANY 944s, you'll hit the limiter first... I've replaced my tach twice, and both were the same way (light comes on AFTER hitting the rev limiter), well I had to get mine rebuilt to get rid of this little annoyance, oh well.
Basically the light is there to tell you, that you'd have the exact same acceleration in the next gear. (But lower rpm-->better gas milage!) However this isn't very usefull, since the DME doesn't know that there's a passing zone, and a slow car in front of you, or a tight turn coming up, whatever. So you're keeping the car in that gear on purpose, (to use max acceleration, or to stabilize the car, etc.)
In short it's useless!
Anyway, making the gauges brighter? You can replace the bulbs with something brighter, and wrapping aluminum foil in the gauge cluster cylinders works on the later cars as well... (on the inside).
