Most definitely you cannot be on guard at all times. But if you are walking past a group of teenage boys who look like they are out for a rowdy time, be 100% heads-up.

I think that the kids or young adults who are doing this are completely amoral, I'm just not ready to project this behavior onto black people or black youth in general. The black population of the U.S. is not some small group of people. There are some pretty hard-core racists on this board, don't join camp with them.
