It sounds like this kid needs some parents that are real parents and not trying to be his best friend.
If the boy just will not stop when he has been warned dozens of times, he figures there are no consequences for his actions. His parents will not deal with it and the school had to. If he has been suspended twice for the same kissing of the same girl he needs counseling. He will likely grow up into a full blown sociopath.
