How about an E36 BMW 3-series? Still plentiful, easily found for $5k or less. Parts aren't too bad pricewise and they are easy to DIY. Safe, reliable and fuel efficient... Not sure about 30+MPG out of the straight-6 but there is always the 318 4-banger. Interiors tended to fall apart in the E36s but if you find a good one or can look past that, it may be a good choice.

Honda's and Toyota's are the ol' standby and because of that aren't as cheap as they could be. Maybe a Hyundai but to reach your price range, you may be looking at a Hyundai from an era where they weren't as nice as they are now...
