As a long time negotiator, I will tell you there are three parties in any negotiation - the company, the union, and the worker. In almost every negotiation, I've seen the union trade things that would have benefited the worker for things that benefited the union. Criminal really.

When I was on a management team negotiating with the Police Union, the City Council interfered and gave the Police benefits that we had negotiated OUT of the proposed agreement. Elected officials do not give a rats ass about anything other then what causes their elected asses the least amount of work and the best chance for re-election. The City Council knew that the ill effects of the give aways would not show up on their watch. That attitude is now and has been coming to roost in California over the past 5 years. It started 20 years ago by derelict elected officials being lazy.
