I saw the same type of event. I think it was in Tennessee. I came up an a left lane bandit in very rural areas. Only two lanes of very light traffic. The left lane bandit was in the left lane for miles even with no one else around. I approached him for over a mile. I was in the right lane and noticed the car behind me a way back was moving fast & had a roof rack or lights. I eased off and let him catch up. He pulled up behind the left lane bandit and rode behind him for a mile or so. The left lane bandit was not moving over. Finally the cop popped on the lights and got the morons attention. He let the cop roll by and immediately pulled back into the left lane.
I finally eased by him in the right lane. There was just the two of us for miles.
I guess he felt the left lane was his.
