OP is correct. Haggerty agreed value requires a DD car for every driver in the household.
OP should just buy the cheapest POS he can find, register and insure in sons name from day one, liability only with lowest limits allowed then park the car and forget about it.
Satisfies the Haggerty requirement and when the kid eventually gets a nice daily driver he'll have a history of insurance meaning he gets out of the inflated priced high risk pool sooner.
