I'd be VERY skeptical of any car of that vintage from this part of the country. I'd certainly never buy one personally. WAY too many issues with rust, rot, salt, etc. Be VERY wary.
Newer cars with modern metallurgy and corrosion protection? Sure. Anything about 1990 or older? No way I'd touch it. 2002s are awesome but I'd be very careful. Lots of people claim "not driven in winter" or "never seen snow" or whatever but you can't believe it unless they're the original owner. Personally I wouldn't drive any car with rust succeptability here until at least three good torrential rains had washed away any traces of salt, sand, grit, etc. that would cause corrosion. Maybe I'm a bit neurotic here but I've seen first-hand what exposure to the conditions in the northeast will do to older cars and it ain't pretty.
