Could be water in the ears.... very common. There is an increased risk of ear infection, so she does need to take care of this.

She can try doing it herself (using isopropyl alcohol)... the directions are on the internet. If that doesn't work, then her doctor can take care of it (probably by using isopropyl alcohol).
