I figured it out. Had to remove the whole cruise control assembly
Three 10mm nuts and out it comes.
This exposes the clip that holds the throttle cable in the bracket
Using some curved needle nose pliers, I'm able to pinch the two plastic tabs together enough to get the clip through the guide
And out is comes
