If he could demonstrate good welding skills and knowledge and had a good work history? He would be able to make $35. / hour here.

His welding is sketchy at best and pretty much limited to carbon steel in Mig and stick. I got him a job offer at my employer a couple years ago. In our welding test he came up as entry level. He blew that job off for a 2 week gig with the Union. His carpentry skills are rudimentary. His auto mechanics knowledge is 20 years behind.

$35. would be quite a stretch for him outside the union, and the union appears to have stopped standing up for him. (it seems that the other guys he worked with were getting angry that he wasn't "keeping up").
