Pop the cover off the fuse panel that the switch is on in the footwell. There is a fuse specifically for the rear wing I think. If you pull it while the wing is down... it will stay down at all speeds (no power).
If you use the switch to put it up(turn car on, hold switch ~ 5 seconds until it is up) and then pull the fuse, it will stay up all the time.
