If ya didn't want to live in PHX, there are plenty of smaller towns an hour or two out. I like the area around Payson, and they don't get too hard of a winter, little milder in the summer. Not sure what cost of living is though.
And hey, there seems to be an LDS church on every corner here too,
you'd feel right at home.
