In 1981 a Cabriolet concept car was introduced at the Frankfurt Motor Show. Not only was the car a true convertible, but it also featured four-wheel drive, although this was dropped in the production version. The first 911 Cabriolet debuted in late 1982, as a 1983 model. This was Porsche's first cabriolet since the 356 of the mid-1960s.

The 930 remained available in Europe, and for 1983 a 330 PS (243 kW; 325 hp) performance option became available on a build-to-order basis from Porsche. With the add-on came a 4-pipe exhaust system and an additional oil-cooler requiring a remodelled front spoiler and units bearing the add-on often featured additional ventilation holes in the rear fenders and modified rockers.
The first regular production turbo cabs came in 1987 and would have a g50 5 speed, instead of the older 4 speeds
yes, cabs were available for MY83, but turbo cabs did not become production line items until MY87

W/o documentation that it was a special wishes car produced at Weissach it would be hard to believe that is indeed a factory '83 turbo cab.

You of course can believe whatever you want.

Another odd thing, I can find no record of a US engine # for MY79 -85 turbo, there are 'MY78/79 and MY86-89, I vaguely remeber that there was a period of time when there were no US 930s, it must have been that era
For '83930 turbo
RoW is 930/66 serial # 67D xxxx
Cdn is 930/66 serial # 67D xxxx
