Typically soil borings are limited to the building's corners and where you expect to put the foundation. With no foundation in the middle of this cone shaped room there would have been no reason to do a test bore right there.

Still, if it happened one place, I'd be weary of adjacent spaces (underground springs/rivers). Lots of recent innovations in ultrasounds for geologist, maybe they will call one in to help the structural engineer.
I would guess that someone forgot to connect a storm water pipe or sewer lateral. With a hole that deep, I would probably guess sewer main.
