Given your definitions, the only hobby Porsche's I've seen in this price range are old water cooled models, older Boxters and 914s. Most of the older water coolers and 914s at this price (or slightly more) are pretty well sorted and shouldn't need another $10k investment to keep them on the road.
The investor or collector car price point you indicated is a bit short on the initial ante from a 911 perspective these days. This is fast becoming 912 territory now and the bottom of the SC/Carerra range.
