Just my $0.2 which is food for thought: The last time I built buildings, we did about a dozen core drillings for soil analysis, which determined how deep we had to excavate and then fill in order to have good building foundations. Our plans had to be approved by literally two dozen different agencies, government groups, school board, cops, firemen, neighbors, etc etc etc. We even had to count the numbers of cars driving by.

Do you know guys how hard it is to even get building permits? It's even harder to get the occupancy permit.

I admit, KY might be a vast world away from California in terms of govt red tape, but come on. It's not like you just start swinging a hammer and before you know it, someone goes "Oh my God, a cave! Where'd that sucker come from?" That's assuming that things like, I dunno ......cities? ....are at risk not 3 miles but 30 (!?) miles away from the "Monster Caves".
