Informing law enforcement about a breach in public safety has nothing to do with attacking anyone.
It's their job to enforce - not ours.
It's called protocol.
The analogy is if you hire someone to get rid of the rats in your attic. You see a rat you call that company up and let them know "Hey - I just saw a rat." You don't go up to the rat. You call the "Rat Busters".
