It's called a "knock over trolley" - you can easily just "knock it over" with a little muscle. This helps facilitate painting the bottom end and will make plumbing and wiring so much easier when the time comes.
This trolley does not require a lift or hoist. One person can easily tip it over. There's a 45* step in there as well to easy the transition.
