I am not sure if the Bill of Sale is 100% an issue. Lots of southern states refuse to issue a title for a car over 25 years old that comes from certain other states. Apparently you can pay specialist firms to sort it out. Its something a perspective owner should research but if the car will be exported it isn't an issue.
If the car is rust free I could see someone restoring this to perfect as the color is so rare and its non sunroof Euro. Looking at the photos however I doubt it is rust free.....................in fact it looks like a total mess with untold problems................
In terms of pricing if he gets 15k its because of the color that someone must desperately want. I can see an easy 50k being put into this car to restore to perfect.
