that's some horrible stuff to have around a pool. I've removed a trailer load of it and gone back with spraycrete. I used to have info on a company that sold different types of it. it's just stone mixed together with a mastic/adhesive and trowled down. very prone to do just what your's is doing. I'll try to find info for you and get back with you. been many years since I've seen this though. hate that stuff. try spending a 95F day on your knees working around a pool with this or exposed aggregate concrete
