you might be able to patch it by putting down a layer of thinset, taping down a layer of rocks/pebbles and gently washing down with a hose until it matches existing before it sets too hard. I've come very close to matching sections of deck I cut out and replaced but this was with fresh concrete and pea gravel. done it with river rock also. I've never seen such a rough surface pool deck like this before. must be brutal to walk on
