I wouldn't say the driver of the Dakota was a D'bag. He did apologize and say it was completely his fault. (We're Canadian, polite to a fault.)
I would lean more to the side of labeling him a dumba$$.
It's interesting the driver of the vehicle with the dash cam first drifted left, thinking perhaps that the idiot coming on to the highway would see him and stop. Experience tells you that they will stop when they realize someone is coming down the lane they are trying to cross.
Unfortunately, a mind engaged in a telephone conversation is not as aware of surroundings.

Many years ago, I had someone pull out of a side road in front of me, but they panicked and stopped on the centre line. By the time they got stopped, I was already comitted to my escape. I went behind them, into the side road and back out onto the road I was travelling.

Be careful out there.
