It's not as much of a reaction time thing as it is very poor defensive driving.
I would have been watching that truck from a quarter mile down the road, and assumed that he was not going to stop. Because of that truck, I would have been easing off the gas as I approached that intersection, automatically. I do it all the time, and I'm sure it's not anything really special, many others do the same thing.
Maybe the guy who filmed the video was too busy on the phone to notice!
