In a past job I worked for a compressor company as QC manager.
I saw several pressure vessels that failed/ruptured. If the tank has pin hole leaks, do not repair it. It will be thin in multiple areas, and if you weld/patch the tank, it will fail dramatically near the welded areas. Most tanks are never coated inside, the black scale of the steel does protect for a while but the water will eventually rust out the tank. Drain your tanks every time you use them and they will last for years.
