+1 on gold mine.
You can buy R12 on EBAY if you state to the seller you are only buying it for reselling.
You can buy if you obtain a license/certificate from the Mobile Air Conditioning Society - online test - EPA 609. You can then buy and put R12 in but you can't take it out.
If you actually want to work on R12 systems for real, you have to suck it up and have the EPA test you AND your equipment.
