Most of the high resolution photos you see on Google Earth or Bing are not satellite photos but aerial photos from an aircraft.
No one is going to take high resolution photos of the ocean. There are many areas of land that are not mapped at high resolution. Your house is mapped high resolution because you live in a populated area and the tax man wants a view of your back yard to see if you built a pool or storage shed and they can tax you more for the improvements. It is an astonishing feat of engineering and marketing that Google and Bing can map the cities at fantastic resolution and serve it up to the world for free.
