You are right! There should be a black plasticky seal along the bottom of the whale tail similar to the black seals that go between the rear quarter panel, and the rear bumper extension. You will have to take the tail completely off, and custom fit the seal. If I'm not mistaken, it must be riveted on from the bottom. I didn't install that seal, because I thought it looked better without the seal.
