I am going to tear the FD back down....I believe that I did not properly align the center assembly, missing the fuel slits orientation with the orifices in the center of the FD. I believe this is causing the fuel distributor to fill in the center, and pushing only a small amount of fuel into the injectors, with the rest pouring into the block, thus running out the exhaust.
Wait- what?

I don't think this is possible. The FD is external to the engine. If it was leaking it would pour onto the block and down the side; it would pool on the floor up the front of the car.

What it sounds like to me is that the FD is pushing WAY to much fuel through the injectors and causing it to run extremely rich, causing black smoke and causing it to run poorly. With the amount of fuel you describe it is likely that this is happening more in some cylinders than others. I cant imagine an engine even running at all on that rich of a mixture in all cylinders.

Careful, with the amount of fuel you describe, it could hydro-lock the engine and bend a rod.

Look for damaged o-rings when you take it back apart. I know it has already been mentioned, but a CIS fuel pressure tester is probably a good bet because it's also possible that the fuel pressure is way too high, making the mixture mega rich.
