Are you working from above? I find it easier to do. First check that the O-ring hasn't been damaged during your attempts. Then lubricate the O-ring with clean engine oil. Start by pressing the filter down into the housing. Then rotate counterclockwise as if you were removing it, then clockwise to begin threading it.
