I wouldn't reduce the size of the culvert........it will surely plug if it gets much silt or gravel in it.
can you dig out the 24" and replace it with a 12" or an 18"?
How much run off is going through this culvert?
Can you daylight the other end of the culvert and run a stone lined ditch to get rid of the water?
