I'm definitely not versed in the Mini at this point. I'm looking at picking up an r56 and came across your post. Regardless, it almost sounds like a fuel pressure issue but i'm kinda curious what you consider "normal voltage". Even though it's a 12v system you know the battery should be around 13-14v correct? I'd check your fuel pressure a few different ways 1) when it's been siting and takes 2 canks before you crank it 2) when it's running and 3) when it takes one crank to start before it starts. Again, I'm generalizing a little because i'm not familiar with the specifics of the car but it's possible your pressure reg is dropping off a little leaking. I hope that's helpful but take it with a grain of salt as I don't own one of these cars LOL
