He should go see a doctor if there is any doubt. About 7 years ago I was diagnosed with hypertension(high blood pressure) and I was prescribed pills for it.
I bought a blood pressure monitor back when I was 60 yo. It is reassuring to know heart rate and blood pressure info at a push of a button.
