When dropping that panel it is very easy to short the fuse block to the sides of the metal dash.

BTW I don't think the flasher is the problem if the lights on the outside of the car work. Check the bulbs in the gauges (gauges pull out, then pull the bulbs out). I had a strange turn signal problem a while back. The outside lights worked but the indicator inside only blinked once, then quit. It was a bad ground behind the headlight bucket, clean up these grounding points, (on behind each head light for the front, the big ground under the relay board in the engine compartment for the rear) see if that fixes it.
