Actually...probably tying up loose ends so we can surrender and leave. Gets the only deserter/prisoner out (because it is politically unpalatable to leave anyone behind)...and also gets some of the worst of the baddies out of GITMO so they don't have the problem of trying them and helps go around Congress to get closer to closing GITMO.
