Yeah -- it has rust. Expensive rust if you are paying someone else to fix it. The rear window rust probably hints at something really ugly in the rear seat pans.
Still, some of the replacement panels are included, and theoretically the front end has already been "done".
This looks like a car that could be managed by a DIY guy who is competent at metal work, and willing to spend a lot of time cutting, grinding, and welding.
$28k for a complete early car with original motor and transmission does not seem insane, and probably gives a new owner $20k to play with before he is under water.
It isn't a "deal" per se, but nor would I call it "crazy."
