The problem with K-Falls, Grants Pass, and the communities in Josephine and Klamath Counties (and the other rural counties in Oregon) is that there is no Sheriff presence due to lack of funding. There are poor services in general. These counties are destitute. So if you care about services including law enforcement, these rural counties are not for you. Jackson county, where I live has a good Sheriff presence and good city police. Fire protection is much better also. Taxes are much higher in Jackson County. As far as Ashland and living there; it depends on how comfortable you are with the fringe crowd. A couple of years back, a young man had his head cut off while walking home from work on a popular walking path at 5:00 PM. They guess a sword was used. Still unsolved. Kinda swept under the carpet as not to deter the tourists from the Shakespeare festival.
