And who is liable if you get hurt doing this? I don't let people on my property for liability reasons, perhaps the city council feels the same way.
It is apparent they don't want you there, so in the absence of city council permission you should stay away.
My neighbor has some old cars locked away. I would really be helping him if I took them....
