You are correct. Only oil filled.
The only way to test the shocks would be to put them on a Shock Dyno. Most hi end racecar shop may have one. I sent mine out to Koni to have them tested.

Contact Koni to set up testing of the shocks if you like. If they are bad they will quote you on how much it would cost to make like new.

New struts cost $835 per each. FYI
