You are just looking at the amount of pressurized gas in the shock. To test the rebound, you collapse the shock and try to pull up the shock rod. If the shock is not smooth and you have no resistance, the shock either needs to be rebuilt or replaced.
The pressurized gas keeps out the gas bubble out of the oil.
