Just a thought:
The pump doesn't power up until the engine is cranking (and DME sees pulses from the crank position sensor). This is a safety feature. Are you testing it this way?
I wired my pump through the fuse box and any time I needed to prime, I'd just add a jumper to the terminal lug at the fuse box.
