Go methodically:
- Ignition to ON and verify the ICV is vibrating
- Crank and check fuel pump is running while cranking (DVM on fuse)
- Verify you get spark when cranking (old plug against engine GND or inline tester)
- Verify you get fuel (negative test: spray starter fluid into intake, or NOID light)
