Idle control valve resistance

Hi guys. Quick question. I have an 86 3.2 and am having some idle hunting after warmed up only. Have replaced the o2 sensor, cant find any vacuum leaks so i am testi g my icv. I have pulled it from the car, it does rattle freely but will clean with carb cleaner anyway and spray with a silicon based libe afterwards(any suggestion on what libe to use).
I decided to bench test for resistance and according to the bently manual i should have 40 between the outer terminals, mine reads 43, is that a problem? Also it says i should get 20 between the center termnial and either outer terminal, i dont get any reading at all, does that mean the icv is shot. Thanks guys.
