I seem to recall reading somewhere, years ago, that interior doors in public buildings have to open "in" so occupants can open the door even if the hall is filled with people trying to flee the building in the event of an emergency. As I recall, they can only open "out" if they open into a vestibule of sorts that wouldn't be blocked in mass exodus from the building.
