Grew up in Mich and that's new to me.
Michigan drivers don't usually do that.
I've only seen the left shoulder used for making illegal U-turns during a slowdown.
However they will get up, flash lights, and ride your butt like it's Nascar night at
any speed.
But rarely have I seen maneuvers such as that mentioned.
That is Cali-style driving.
